What does this mean?

A regular attender is someone who comes to an arts facility or venue more than once, and at a rate that is more or less on par with that organisation’s overall mean rate of attendance. (See average rate of attendance.)

If someone comes at a rate that is higher than the mean rate of attendance, it is legitimate to consider that person as a frequent attender.
